Stephen Clifton Wallace, a former program developer director at the Electric Reliability Council of Texas, was indicted on three counts of theft.

Thursday's indictments allege that Wallace committed theft when he caused ERCOT to issue checks and then accepted and deposited them as payments for services of three individuals when Wallace knew that they had not done the work.

The indictment says that the payments for one of the men, Mike Sotir, occurred in 2003 and 2004. The Dallas Morning News reported that Sotir died in 2002.

Wallace's attorney did not immediately return a call from The Associated Press.
